Public consultation register — unresolved questions

Constitutional Requests for Comment

Consultation status

The proposed Constitution of the Land of Natufian Reunification is an unratified consultation draft. No provision has been enacted, adopted, or ratified.

The Requests for Comment (RFCs) collected here identify questions for which focused public, community, professional, or specialist feedback would be especially useful. Focusing an RFC on a particular unresolved question does not make the rest of the draft final or exempt it from criticism.

When an RFC refers to a “current drafting assumption,” “existing safeguard,” or similar baseline, that means only that the present draft treats that proposition as established for purposes of analyzing the narrower issue. Reviewers remain free to challenge the underlying constitutional design.

Where possible, comments should distinguish between:

How to use this register

Each individual RFC is intended to be the primary interactive consultation page. It should contain:

The public website should provide a link back to this master register from every RFC page, together with previous/next navigation where appropriate.

A reviewer should never be required to accept the assumptions of an RFC in order to comment. Individual RFC feedback forms should include an open-ended field for alternative approaches, objections to the framing, and broader constitutional concerns.

Public RFC register

RFC Issue Status Purpose
RFC-001 Classified Democratic and Civilian Oversight Draft for consultation Determine how legitimate confidentiality can coexist with informed democratic and civilian accountability, including legislative access, independent review, cleared counsel, whistleblower channels, classification review, and public reporting.
RFC-002 Assembly Vacancies and Democratic Continuity Draft for consultation Determine how vacant Assembly seats should be filled without weakening fixed constitutional thresholds, district representation, universal voter access, or continuity during routine and mass-vacancy events.
RFC-003 Speaker Structure, Removal, and Legislative Continuity Draft for consultation Determine whether the Speaker should be a member or non-member, how Deputy Speakers and temporary presiding authority should work, and how removal, incapacity, and interim executive service can occur without disabling the Assembly.
RFC-004 Protected-Minister Vacancies and Acting Authority Draft for consultation Determine how Defense, Justice, Interior, and Finance continue through vacancies without using acting appointments, portfolio transfers, or emergency authority to evade protected confirmation.
RFC-005 Interim Budget Adaptation and Fiscal Continuity Draft for consultation Determine how mandatory legal obligations can modify an automatic Interim Budget without creating general executive reallocation authority, and how prolonged interim budgeting should remain democratically accountable without recreating shutdown leverage.
RFC-006 Legislative Attendance, Boycott, and Accountability Draft for consultation Determine how political nonparticipation, sustained nonperformance, compensation, discipline, privacy, and actual misconduct should be distinguished without converting absence into a vote or criminalizing dissent.
RFC-007 Investigative Magistracy Initiation Authority Draft for consultation Determine whether the Investigative Magistracy may initiate inquiries or investigations on credible information without outside referral, and what thresholds, review, recusal, due-process, and anti-abuse safeguards should govern that power.
RFC-008 Constitutional Replacement Convention and Ratification Draft for consultation Determine how a specially elected replacement convention is initiated, elected, structured, and ratified while preserving universal suffrage, non-domination, same-text approval, enduring guarantees, and legal continuity.
RFC-009 Founding Ratification Protocol and First Constitutional Authority Draft for consultation Determine how the proposed Constitution can obtain legitimate preconstitutional consent, protect rights from day one, establish first appointments and temporary authority, and transfer promptly into permanent constitutional institutions without creating an unelected sovereign transition.
RFC-010 Inherited Property Claims, Succession, and Restitution Draft for consultation Determine who may inherit historical property claims, which succession rules govern across legal systems and generations, how divided or competing title is administered, and when physical restitution yields to another effective remedy without presuming current-occupant culpability.
RFC-011 Catastrophic Executive Succession and Continuity Draft for consultation Determine what lawful caretaker mechanism activates if the entire ordinary Prime-Minister succession line is unavailable, how unavailability is established, and how emergency fallback authority ends as soon as ordinary constitutional succession can resume.
RFC-012 Court Enforcement Corps Independence, Appointment, and Powers Draft for consultation Determine whether the Court Enforcement Corps is genuinely coordinate or a judicial service, who appoints and removes its leadership, and what coercive powers and accountability rules preserve enforceability without creating a parallel police force.
RFC-013 Prosecution, Public Defense, and Inquisitorial Criminal Process Draft for consultation Determine who prosecutes, how prosecution is separated from neutral investigation and adjudication, what Public Defense parity means, who determines guilt, and how to replace or justify the current verdict/JNOV mechanism.
RFC-014 Constitutional Chamber Cross-Community Jurisdiction Draft for consultation Determine whether “cross-communal disputes” should remain a separate category of exclusive Constitutional Chamber jurisdiction and, if so, how to define it without turning ordinary private disputes or personal identity into a special communal court jurisdiction.
RFC-015 Early Assembly Elections and Executive Term Synchronization Draft for consultation Determine what constitutionally required early Assembly elections do to the Prime Minister's fixed concurrent term, how cycles are resynchronized, and how term limits and constructive no confidence interact.
RFC-016 Mizan Authority Appointments, Governor Tenure, and Continuity Draft for consultation Determine how independent Mizan Board candidates are nominated, how Governor tenure relates to the underlying Board term, and how vacancies are handled without single-branch capture.

Current RFC queue status

The currently identified focused RFC set is drafted through RFC-016. No additional RFC number is presently reserved.

Further RFCs may be created if later V-01 interaction review, V-02 simplification review, specialist review, or public consultation reveals a genuinely unresolved constitutional design question. Mechanical drafting corrections, delegated implementation details, and issues for which the current drafting direction is already sufficiently developed should not receive an RFC number merely to keep the sequence growing.

Relationship to other project records

This register is public-consultation material, not operative constitutional text.

An RFC may ultimately result in constitutional text, protected organic law, ordinary legislation, regulation, an implementation plan, no textual change, or further review.

Publication model

The intended public presentation is:

  1. a master RFC page containing this register and consultation-status explanation;
  2. a separate interactive page for each RFC, with issue-specific feedback;
  3. navigation from each RFC back to the master list;
  4. a later combined read-through version assembled from the same individual RFC source files rather than maintained as an independent second copy.

The individual RFC files are intended to remain the source of truth for their issue text so that the master and combined presentations cannot silently diverge.
