Consultation verification record — non-operative
Consultation-version verification
Status: local mechanical numbering and website synchronization completed; not enacted, ratified, pushed, published, or deployed. No production database was accessed. A pre-existing website reference remains flagged for human review.
Source and scope
Base: default branch main, commit 6ba27e2f61f234396cc1ded8234ab6ac10e676cb. The local worktree was empty before acquisition. The GitHub connector supplied all 154 committed files; every blob hash, all 28 tree objects, and the exact commit hash were verified. Local Git could not clone over HTTPS, so the exact objects were reconstructed into one shallow checkout; git fsck --full passes. There is no nested snapshot, prior-pass directory, ZIP, or cumulative patch. The changes are uncommitted.
The committed Article 5 Section 4 insertion is 1b, rather than the initially expected 1a. The user explicitly authorized this source. It becomes paragraph 16; the named succession list becomes paragraph 15. The clause's only wording change is its reference from paragraph 1 to paragraph 15.
The pass changed 458 existing paragraph labels, numbered 49 previously unnumbered units, and produced 573 consecutively numbered units across twenty Articles and the separate Transition Provisions. The 49 comprise definitions and their application/interpretation rules, plus four transition-duration provisions. Three expressly non-operative relocation notices retain their exact text as unnumbered blockquotes. Article and Section headings, including the two Section 1a headings, remain unchanged. The preamble and closing attestation are not numbered as Article paragraphs.
Eight source cross-reference occurrences were updated (six canonical, two current disposition-ledger destinations), involving nine changed individual paragraph targets. Generated reproductions are not counted again. Historical original-source citations and frozen revision records retain historical numbering. Reservation indexes and the proposed government-law index now point to the already approved Speaker fallback. No grammatical adjustments were necessary.
Maps: Markdown and consultation-numbering-map.json. The exact markup reversals, references, excerpts, source lines, and base hashes are machine-readable. The audit is recorded in consultation-reference-audit.json; command results are in consultation-verification.json and verification-results.json.
Verification results
| Requirement or check | Result |
|---|---|
| Existing renderer build | Passed using the pinned Marked 17.0.5 module and the documented MARKED_MODULE alternative. All renderer-maintained outputs generated. |
| Renderer freshness | Passed: a second generation check reports no stale files. |
| Existing substantive/preservation verifier | 87 passed, 0 failed. |
| Canonical source preservation | Reversing only recorded labels, indentation, affected references, and the status notice reconstructs the exact committed SHA-256 4cfcea2ef5ecf5ddc34bd08d0b4cbe835dc102f41e45c855f8305091faa6a000. No substantive words, legal quantities, list order, or headings changed. |
| All three website constitutional copies | All 22 bodies match between document.php, includes/index.html, and revision-materials/Constitutional-Draft.html. |
| Paragraph numbering and HTML | 573 consecutive top-level paragraph values, restarted only by principal division; all operative list values are positive integers; no provisional lettered paragraph labels remain. |
| Explicit reference audit | 512 current reference groups checked, including current ledger destinations and the requirements index. 511 structurally resolve; one pre-existing reference requires human review below. Canonical numerical references resolve. |
| Relative references | This-paragraph and following/preceding context reviewed; references to enumeration requirements and transition readiness measures still point to the same provisions. |
| Global classified audit | Passed: no active matches for its specified stale-policy patterns. This limited pattern result does not erase the separately reported rationale discrepancies. Paths normalized for correct Windows classification. |
| Reserved questions | All four inline reservation occurrences are byte-identical, including the repeated inherited-property marker. Inheritance/lawful heir, Ratification Protocol/founding/first appointments/interim justice, convention/replacement, translation/equivalence/RTL, and delegated implementation remain unresolved as before. |
| Inherited-property language | Passed: Article 3 and the qualifying-descendant/inheritance definition retain their substantive text. |
| Original preservation | All 680 source units, immutable identities, offsets, and hashes remain accounted for. Historical original, legacy original sections, provenance, preservation evidence, and frozen continuation records are byte-identical. |
| Fallback Speaker | Passed against the actual committed source. The older Article 5 evidence hash predates this clause; the verifier now uses the committed Article 5 hash recorded in the map without changing historical evidence. |
| Website integration | PHP segments and protected surrounding shell hashes match original provenance. All feedback anchors, forms, links, revision-history logic, and nonconstitutional integration content are preserved. |
| Syntax | node --check constitution/scripts/render.mjs passed; all constitutional Python scripts compile. |
| Mutation checks | The preservation guard rejects a changed legal deadline, a wrong succession reference, and an altered paragraph label. Tests ran in memory without modifying the draft. |
| Git checks | git diff --check and git fsck --full passed. Final diff reviewed against the narrow scope. |
| PHP syntax/runtime | Not run: PHP is unavailable. Source preservation checks are not PHP execution. |
| Database integration | Not run: no configured development database/tooling; not required for static generation. No database accessed. |
Commands: node constitution/scripts/render.mjs, node constitution/scripts/render.mjs --check, python -X utf8 constitution/scripts/verify.py, python -X utf8 constitution/scripts/consultation_numbering.py, python -X utf8 constitution/scripts/audit.py, node --check constitution/scripts/render.mjs, in-memory Python compilation, git diff --check, and git fsck --full. Windows runs set the pinned Marked module URL and disable bytecode creation. No PDF build source exists and no PDF was generated.
Human review required
childrenofonepeople.org/rationale.php:51 cites Article 13 Section 4.5 for nomination-abuse enforcement. The committed canonical Section 4 paragraph 5 concerns referenda (now paragraph 18), while nomination abuse is old paragraph 4 (now paragraph 17). Its Borda Count explanation also predates the committed Ranked Pairs rule. A blind numerical replacement would point to the wrong provision, so the reference and surrounding substantive rationale were left unchanged.
The same page's eternity-clause and transition explanations at lines 33 and 39 also predate the current constitutional policy. Their Article/Section labels still resolve, but their substantive descriptions require a separate editorial review. This pass neither invents replacement policy nor treats those descriptions as authoritative.
Exact files changed
46 files are modified or newly generated. The renderer's documented workflow creates supporting review pages in addition to the three constitutional copies; generated historical pages retain the unchanged historical text.
