Consultation numbering record — non-operative
Consultation-version numbering map
Status: mechanical consultation numbering record; not enacted or ratified. Later consultation may change the numbers.
Base commit: 6ba27e2f61f234396cc1ded8234ab6ac10e676cb. The user authorized the committed Article 5 Section 4 1b fallback-Speaker clause as the expected source; its wording is preserved.
Scope and counts
- Restart at each Article and Transition Provisions; preserve Section headings including Section 1a.
- Definitions and four transition-duration provisions receive paragraph numbers. The definition interpretation provision is numbered; preamble and closing attestation are not Article paragraphs.
- Three expressly non-operative relocation placeholders retain exact text as unnumbered notices; their former source labels remain in historical records.
- Historical original-source citations and quotations retain historical numbering. Current ledger destinations use consultation numbering.
- Subordinate indentation follows the width of its parent number; no list order or substantive quantity changes.
- The user authorized the committed indented 1b fallback-Speaker clause as the intended source.
The draft contains 573 numbered units: 458 existing paragraph labels changed, 49 previously unnumbered units gained numbers, and three non-operative relocation notices retain their text without paragraph labels. Other existing labels retain their numbers.
8 source reference occurrences updated, covering nine changed individual paragraph targets. Six occurrences are in the canonical draft; two are the same current disposition destination in the Markdown and JSON ledgers. Generated copies reproduce these changes and are not counted again. New pointers in reservation indexes identify the already approved fallback clause.
No grammatical adjustments were necessary. The only canonical wording outside labels and references is the draft-status notice describing this pass. Headings, reservations, legal quantities, ordered succession, bullets, formulas, and substantive text are preserved.

An em dash in the old-label column means the unit was previously unnumbered. An em dash in the new-number column identifies a non-operative relocation notice. Excerpts distinguish units; the JSON map records source lines, prefix/indentation changes, hashes, and affected reference IDs.

Historical references and review exceptions
Historical originals, original-source metadata, former-paragraph headings, and frozen before/after records retain historical numbering. Their targets are the preserved historical sources. The current ledger destination is repaired in both formats.
childrenofonepeople.org/rationale.php:51 still cites Article 13 Section 4.5 for nomination-abuse enforcement. In the committed canonical source, old Section 4 paragraph 5 concerns referenda; nomination abuse is old paragraph 4 (consultation paragraph 17). A blind 5-to-18 replacement would retain the wrong target. The surrounding Borda Count rationale also predates the committed Ranked Pairs rule. This pre-existing mismatch requires human review and is left unchanged.
The same rationale page also describes superseded eternity-clause and transition rules. These are pre-existing substantive commentary discrepancies, not paragraph-number changes; no replacement policy or rationale was drafted.
See verification report. The machine-readable source map is consultation-numbering-map.json; the repository-wide inventory and reference targets are in consultation-reference-audit.json.
