Proposed implementation plan — not enacted
Proposed Transition Implementation Plan Framework
Status: non-operative proposal; not enacted. Original source: Transition Sections 2 and 8; approved latest policy decisions. Disposition: technical implementation classified separately. Intended legal type: founding implementation instrument and professional standards. Relocation approved: yes, for implementation details. Substance: constitutional categories approved; technical methods remain to be developed.
The Plan must be established at transition’s beginning through the Ratification Protocol or another lawfully authorized founding instrument and published in all official languages. Founding authority, initial selecting entities and first appointments remain reserved. This proposal neither enacts a Plan nor assigns new founding powers.
Develop objective, testable, time-bound evidence measures for all constitutional defense and monetary readiness categories. Document evidence sources, assessment methods, responsible lawful institutions, independent assessors, dates, public reporting, and review procedures. No speculative readiness percentages, reserves, exchange rates or inflation targets are selected.
Defense measures must address unified civilian command and absence of independent predecessor/proxy commands, personnel and weapons disposition, common rules and accountability, equitable protection, effective oversight/remedies, functioning payroll/logistics/communications/command, lawful vetting-appeal procedures, and independent capacity assessment. Pending individual appeals alone do not block completion.
Financial measures must address a lawful functioning board, independence, statewide banking/payment/deposit-protection/conversion/settlement systems, documented audited accounts/reserves/liabilities/risk controls with maximum safe disclosure, liquidity/continuity, lawful predecessor-currency/obligation conversion or coexistence consistent with constitutional currency transition, nondiscriminatory access, and independent financial assessment.
No benchmark may require ideal defense capacity, perfect economic conditions, a particular exchange rate, zero inflation, absence of every dispute or appeal, or unrelated conditions. Amendments require the consequential Council threshold, written technical justification, public notice and judicial review, and cannot prolong the Council, manufacture premature completion, favor a community or evade constitutional duties. Council delay cannot block automatic completion. Routine Council action needs eight overall and two per component; consequential action needs ten overall and three per component, on full authorized denominators.
